VILLAGE OF WOODBURY, NEW YORK DECLARATION OF LOCAL STATE OF EMERGENCY
EXECUTIVE ORDER NO. 5 OF 2020
I, TIMOTHY P. EGAN, duly elected Mayor of the Village ofWoodbury, New York, do hereby declare as an EXECUTIVE ORDER the following:

WHEREAS, on March 15, 2020 I issued an Executive Order declaring a local Declaration of Emergency with conditions owing to the novel coronavirus (COVID-19) pandemic which, among other things closed Village Hall and all offices of the Village to the public, and directed that any member of the public needing interaction with Village officials for information and/or services to contact Village officials by telephone or email, both of which are available on the Village of Woodbury website at www.villageofwoodbury.com, and in light of the continuing nature of the pandemic,

WHEREAS, on March 21, 2020 I issued an Executive Order extending the Declaration to April 22, 2020, and addressing the Governor's Executive Order 202.4 concerning the reduction in the Village's in-office workforce and otherwise,


NOW, THEREFORE, I, Timothy P. Egan, as Mayor and Chief Executive of the Village of Woodbury, New York do hereby continue the above noted prior Declaration of Emergency for 30 days, including the reasons therefor, the powers invoked thereby, and the measures undertaken therein, pursuant to Executive Law § 24(1), with no new conditions so as to be consistent with the Governor's Executive Order 202.5.
This executive order shall take effect at 12:01 a.m. on May 24, 2020 and expire at midnight on June 24, 2020, unless further extended by order of the Mayor.

LAND PRESERVATION COMMITTEE CREATED – VOLUNTEERS NEEDED
The Village of Woodbury Board of Trustees has created a committee to review open space areas in the Village of Woodbury and provide a list of suggested lots the Village Board may be able to purchase to preserve as “forever green”. This is the first step in creating a Land Preservation Plan which is very important to the aesthetics and future of our community. Any interested individual that lives in the Village of Woodbury is encouraged to submit a letter of interest, especially if you have experience in planning or zoning (although not required). This committee will consist of five members with possible representation from the Planning and/or Zoning Board. The time commitment is unknown as this is a new venture for the Village. There is no compensation for serving on this committee. Letters of interest are being sought until 4PM on June 5, 2020 and can be sent to Desiree Potvin, Village Clerk, via email This email address is being protected from spambots. Letters must include your name, primary address, best telephone number to reach you on and your email address. The Board is also asking that you include a short paragraph that explains your hobbies, interests and what you do for a living.

VILLAGE OF WOODBURY, NEW YORK DECLARATION OF LOCAL STATE OF EMERGENCY
EXECUTIVE ORDER NO. 1 OF 2020
I, TIMOTHY P. EGAN, duly elected Mayor of the Village of Woodbury, New York, do
hereby declare as an EXECUTIVE ORDER the following:
WHEREAS, there exists a declared novel coronavirus (COVID-19) pandemic by the World Health Organization, and the recognition of its present and substantial impact to the United States generally, and the State of New York specifically, by the respective declarations of emergencies by the President and Governor, and
WHEREAS, the serious impact of this coronavirus upon the Village of Woodbury, although presently unknown due to a lack of testing authorized by applicable governmental agencies, is inevitable and will cause a significant health and safety threat to the inhabitants of the Village of Woodbury and its visitors, and
WHEREAS, the existence of these conditions poses a real, immediate and continued danger to the health of our community, and which requires immediate measures to protect the lives, health and safety of the people in the Village of Woodbury, and
WHEREAS, pursuant to Section 24 of the Executive Law of the State of New York, the Mayor of the Village of Woodbury, as its Chief Executive, is authorized to proclaim a local state of emergency within any part or all of the territorial limits of the Village of Woodbury, and in connection therewith the Mayor may promulgate local emergency orders to protect life and property and bring the emergency situation under control, and
WHEREAS, pursuant to Section 103(4) of the General Municipal Law, the Village is authorized to forego the competitive bidding process when conditions exist whereby circumstances affecting public buildings, public property or the life, health or safety of the inhabitants of the Village of Woodbury require immediate action which cannot await the competitive bidding process to take place,
NOW, THEREFORE, I, Timothy P. Egan, as Mayor and Chief Executive of the Village of Woodbury, New York do hereby find the public safety to be imperiled by the present and imminent pandemic conditions of the coronavirus (COVID-19) and the resulting risk to the lives of residents, officials, rescue workers and others in the Village of Woodbury and, consequently, to safeguard the lives, health, safety, and property of the public, I do hereby declare a STATE OF EMERGENCY for the entire Village of Woodbury, pursuant to, inter alia, New York State Executive Law Sections 24 and 25, beginning at 12:01a.m. on March 16, 2020, and continuing until such time that I declare the State of Emergency is no longer necessary, or until March 21, 2020, whichever shall come first, unless and until this Emergency Declaration is modified and/or continued; and
I FURTHER FIND, that conditions exist that pose a threat to the public health, safety and environment and, due to the fact that immediate action may be required to perform emergency repairs and services, and procure goods and services to prevent loss of life, protect the public health and safety, such that the Village of Woodbury cannot wait for the competitive bidding process and/or

local procurement process to take place for the procurement of goods and services by the Village of Woodbury related to the conditions giving rise to this Declaration of Emergency, I hereby suspend such competitive bidding and local procurement processes to the extent necessary to meet the present pandemic crisis; and
I FURTHER ORDER THE FOLLOWING, as a result on my declaration of a State of Emergency:

Village Hall and each of the offices and places of business of the government of the Village of Woodbury are hereby closed to the public. The only exception is that the previously scheduled Blood Drive in honor of Mike Hanson will proceed. The organizers of the blood drive, as well as the Orange County Health Commissioner Irina Gelman, DPM, MPH, PhD(c), agree that in the face of this critical health crisis the blood drive should still occur. All participants will be properly screened by the organizers.
All Village employees shall continue to report to work and carry out their duties so as to allow the Village to continue with its important work of providing essential services to the inhabitants and property owners of the Village of Woodbury. All persons wanting interaction with the Village shall do so by telephoning or emailing the appropriate Village official. Both telephone numbers and email addresses are available by visiting the Village of Woodbury website at www.villageofwoodbury.com
All meetings of Village of Woodbury Planning Board, Architectural Review Board, and Zoning Board of Appeals are cancelled until further notice. The issuance of all building permits, certificates of occupancy, and other Village issued permits shall cease, unless the person or entity issuing the permit or certificate determines that extraordinary circumstances exist affecting health and property to warrant an exception.
The meetings of the Village of Woodbury Board of Trustees will continue, but with no opportunity for public attendance. The applicable provisions of the Open Meetings Law have been suspended by a Declaration of Emergency by the Governor of New York, allowing this to occur. The meetings of the Village Board of Trustees will be videotaped as usual and are available to be viewed on YouTube. Public input for any noticed public hearings of the Village Board of Trustees may be accomplished by submitting written comments by mail or email to the Woodbury Village Clerk on or before the opening of the public hearing.
All Village of Woodbury local law or Code provisions that are contrary to the above are hereby suspended to the extent necessary, and all other Village of Woodbury local law or Code provisions that may prevent, hinder, or delay necessary action in coping with this emergency are also suspended, but only to the minimum deviation extent necessary:
This executive order shall take effect as noted above, at 12:01 a.m. on March 16, 2020, and pursuant to New York Executive Law § 24, shall be published as soon as practicable in a newspaper of general circulation in the area and transmitted to the radio and television media for publication and broadcast.
